Thanks for these references. As I look at the free email sites, it seems that they may not be the best way to go. My concern is that the email addresses are deleted after a very short time. This might allow the initial creation of a google account, but I doubt that the account would work well after the email was deleted.
I think at this point, the best way to host a google calendar for the department that would be transferable to other ELP administrators over time is to use the elp-director alias created by ILC. I can pass along the password for the google account created under that alias to anyone who replaces me, thus avoiding the need to start a new calendar. ILC can also replace my email as a member of the alias.
This central ELP google account could also be used for services other than the calendar, but I'll have to think some more about how that would be managed....
